as a world-class city with world-class art and culture. for more information, visit >> okay, good morning. thank you all for coming out today. we're very happy to be here. my name is ed rifkin, i'm the other ed, director of transportation. and as the transportation director, i oversee the sfmta which is the agency that is charged with implementing the city's transit first policy. and what our goal, what the city's goal and the transit first policy is is to make sure that everybody can get around san francisco, that everyone can get to where they need to go. it is an important part of making the economy of san francisco work, to making the quality of life good and better. but it's not just get around san francisco any old way. this is san francisco, and we have values that we bring to our transportation system. we want people to get around in a way that steps lightly on the environment. we want people to get around in ways that are enjoyable. and that really contribute to what makes san francisco special, such as our wonderful cable cars. but above all, we want to make sure that people can

by our climate change ordinances and our plan to be updated and the sf puc plan and the city set forth aggressive greenhouse gas reduction targets. san francisco emissions come from a variety of sources, but electricity is about 25% of that, so it's one of the largest areas for reduction in the city. san francisco's electricity supply is actually quite clean to the national average. we are 41% renewable if you include hydro electric power and hetch hetchy and pg&e hydro generation, but the goal as set out by mayor newsom is to become 100% renewable and we have a task force comprised of leaders and community and stakeholders, environmental ngo's and the local utilities and relevant city departments. the task force met for 18 months monthly to discuss issues with renewable energy development for the city and the was to do this goal within 10 years so we looked at barriers and technical opportunities, financial aspects and of course public education and awareness, and ultimately outlined recommendations around three areas, energy efficiency and utility generation and the course identif

. we surveyed 151 seniors or people with disabilities who lived in sro's city-wide and 68 percent of them were tenants who lived in nonprofit sro's, which are more likely to have these grab bars already installed than their private counterparts but even with that, we found less than 40 percent of tenants indicated they currently have grab bars, which is not nearly enough considering that many of the private buildings we had issues with barriers and even getting in. we expect that number city-wide to be a lot higher. i also just wanted to say about tenants. i did outreach on a weekly basis and i hear from tenants all the time that they are afraid of slipping and falling in the shower. they are having a hard time geting off the toilet which in many cases are in strange positions close to the wall, further away from the wall, i get that feedback all the time. one tenant i see all the time that i saw last week she has her ihss case worker sit right outside the bathroom while she takes her shower because she is afraid she will fall and won't be able to call out for the help she nee

put up to protect city residents, visitors and the park land during the construction. this is a very large event with very large heavy machinery operating throughout various times of the event. and fencing is frankly required, as it would be at any construction site, during the build and the tear down. in recent years we've actually encouraged another planet to be more deliberate during the construction of the events, whereas three years ago we began the construction on the friday before the event. our gardeners over the last few years have advocated for us to begin that construction a couple days earlier so that it can go at a slower pace and we can be ensured the park is protected better. we do work to minimize the impact of the fencing. it is phased, the construction, so it begins in the polo fields and expands out into the surrounding meadows as the construction begins in those meadows. we do work after the event to then phase the breakdown so that the breakdown happens in that surrounding meadows, first in those meadows reopen to the public first, and it is completed lastly at t

capacity. the city believes it's important to be the lead in green building design and therefore, all existing city-owned and leased buildings and garages would be subject to these new requirements. our proposal would also interact with other existing city laws. in march, 2012, legislation sponsored by supervisor avalos was passed that amended the environment code to require owners of existing commercial buildings to allow their tenants to bring their bikes in. alternatively, if owners don't want to allow their tenants to bring their bikes in, they are required by the environment code to provide bicycle parking space. our proposed ordinance allows such attorneys owners to comply with the code. any property that has not complied with environment code by august, 1 2013 deadline they will be out of compliance and if this ordinance is adopted they would have to comply with the updated bicycle parking requirements as defined in this ordinance. finally, the zoning administrator would also be able to modify, waive and provide variances for bicycle parking under certain circumstances. in cas

, for example, the percentage of asian pacific islander households in the 0-50 ami is 52% city. african-american households, in the 0-50% ami and rental units it's about 12%. latino hispanic families, 14% citywide, about 20% in our rental units. the one ethnicity that is somewhat underrepresented is white. so that is about 39% citywide and 0-50 ami, and just about 14%. n our in our rental units. we don't have race and ethnicity for every single units. we have tried to collect it over the past five, six years. alt least it's a snapshot of our units. the number of households of color are overrepresented in the ownership, but the distribution is different than the rental side. on the ownership the number of asian families is a significant increase over the number of ami households would be in the 50-95% ami range. for that population, although asian-pacific islanders households comprise 28% of the 50-80 ami, they compose 60% of people that are in the ownership pool. african-americans are underrepresented, as are latino and hispanic families. african-americans are about 7% citywide in that
